“Hate speech on online social networks in Slovenia” is a research project of Mirovni Institut (Peace Institute) in Ljubljana, project partner of MEET, and the University of Ljubljana, Faculty of Social Sciences as well as the Institute of Criminology at the Faculty of Law.
The basic research activities of the project follow two directions. Participating partners will first examine the occurrence of hate speech in the Slovene language in the corresponding parts of global online social networks (OSNs). On this basis, it will be identified in which social networks and at which locations (groups, profiles) hate speech is most present, and then the phenomena will be analyzed qualitatively. The distinction between hate speech in a broader, sociological sense (as well as other related controversial communications) and hate speech in the legal sense will be made. A qualitative analysis of hate speech on social networks will be followed by an analysis of the criteria used by OSNs in removing reported cases of alleged hate speech and an analysis of response indicators – in particular the speed of removal, the type of (non) response (eg probable automatic handling, the presence of a specific explanation, complete non-response) and rates of removal in individual cases of hate speech that the OSN provider performs on the basis of the application.
Based on the international activities of the project team – in particular the cooperation with the International Network Against Cyber Hate, which systematically monitors and reports hate speech on a global level and advises on policy-making, findings will also be placed in an international context.
“Hate speech on online social networks in Slovenia” est un projet de recherche de l’Institut Mirovni (Institut pour la paix) de Ljubljana, partenaire du projet MEET, et de l’Université de Ljubljana, Faculté des sciences sociales ainsi que de l’Institut de criminologie de la faculté de droit.
Les activités de recherche fondamentale du projet suivent deux directions. Les partenaires participants examineront d’abord la fréquence des discours haineux en slovène dans les parties correspondantes des réseaux sociaux mondiaux en ligne (RSP). Sur cette base, on identifiera dans quels réseaux sociaux et à quels endroits (groupes, profils) le discours de haine est le plus présent, puis les phénomènes seront analysés de façon qualitative. La distinction entre le discours haineux dans un sens sociologique plus large (ainsi que d’autres communications controversées connexes) et le discours haineux dans le sens juridique sera faite. Une analyse qualitative de la propagande haineuse sur les réseaux sociaux sera suivie d’une analyse des critères utilisés par les RSP pour éliminer les cas signalés de propagande haineuse et d’une analyse des indicateurs de réponse – en particulier la rapidité de l’élimination, le type de (non) réponse (par exemple, le traitement automatique probable, la présence d’une explication spécifique, la non-réponse complète) et le taux de suppression dans chaque cas de propagande haineuse que le fournisseur de RSP applique en fonction du formulaire de demande.
Sur la base des activités internationales de l’équipe du projet – en particulier la coopération avec le Réseau international contre la haine cybernétique, qui surveille et signale systématiquement les discours haineux au niveau mondial et donne des conseils sur l’élaboration des politiques – les résultats seront également placés dans un contexte international.
